What Should Be the Goal for Your Child?
Speaking Fluently means you can carry a conversation in the target language without effort, but you may require the speaker to speak more slowly for comprehension. Language proficiency, is a higher bar which includes operational and professional levels. If one is able to effectively attend graduate school in the target language, or perform one's professional responsibilities as a lawyer in the target language, this is an example of proficiency. When I toured immersion schools in Europe, I discovered that their programs produced 9th graders who could read, discuss, and write about the classic literature in the target language. The parents of children who are enrolled in true immersion programs from their pre-school or toddler years, can expect this level of proficiency by the high school years.
